This EAL Assessment booklet is produced by NASSEA (National Association of Support Services and Equality & Achievement) and provides a detailed scale which aligns to the National Curriculum: //nassea.org.uk/assessments/
An alternative is the Language in Common Extended Scale, produced by QCA (Qualification and Curriculum Authority) includes a framework for assessing English as an Additional Language. It also provides a continuum into the English National Curriculum levels. Access it here for free: //orderline.education.gov.uk/gempdf/1847210732.PDF
NALDIC (National Association for Language Development in the Curriculum) also provides a detailed scale: //www.naldic.org.uk/eal-initial-teacher-education/ite-programmes/assessment-for-learning
For a practical, structured way to assess young learners and get a clear idea of where to place them on scales like these see ‘Teaching English as an Additional Langauge 5-11: A Whole School Resource.’
